Swords to Ploughshares is a rune effect in Battle Rage, a Fury-spending Barbarian skill.

This rune effect grants a bonus to the Barbarian's critical hits, making enemies tagged with them 5% more likely to drop additional health globes.

While under the effects of Battle Rage, Critical Hits have up to a 5% chance to cause enemies to drop additional health globes.

Trivia

The skill name refers to a proverb from the Hebrew Bible, found in the Book of Isaiah.[1]

They will beat their swords into plowshares and their spears into pruning hooks. Nation will not take up sword against nation, nor will they train for war anymore. — Isaiah 2:4 & Micah 4:3

The phrase is generally used to mean turning weapons into tools of cultivation and construction, rather than destruction and death. In that way it's not quite accurate for this skill rune effect, since it only causes the monsters to drop more healing globes, rather than somehow disarming them entirely.
