Shocking Aspect is a rune effect in Storm Armor, a Utility Wizard skill.
This rune effect grants a bonus lightning attack to any nearby enemy whenever the Wizard scores a critical hit. This crit does not need to be landed to a nearby enemy; anything she crits with any spell at any distance can trigger it. It's not clearly just how close a monster has to be for "nearby" to apply to it and for this effect to trigger.
The damage bonus is fairly small, but as often as Wizard spells hit (many of them counting multiple hits per second to numerous monsters) crits are being triggered almost constantly.
