Frozen Mist is a rune effect in Frost Nova, a Utility Wizard skill.
This rune effect trades the freezing effect for a chilling one, that will only slow, not stop, monsters. It lasts longer though, and deals damage, making it more of a tactical effort than a panic button skill.

Prior to the skill revision in February 2012, this rune effect was enabled by the Obsidian Rune, granting the following effect with a level 7 runestone:

[e] The Frost Nova no longer freezes enemies, but instead leaves behind a mist of frost for 8 seconds that deals 50% weapon damage per second as Cold to enemies standing in it. |
