Merciless Assault is a rune effect in Furious Charge, a Fury-generating Barbarian skill.
This rune effect reduces the 10 second cooldown by 2 seconds for every target hit. There is no cap on how many targets can be included, so a Barbarisn who hits at least 5 targets with each rush can use this skill indefinitely. A popular tactic is to charge back and forth through a large group of enemies, dealing huge damage each pass, as fast as you can move the mouse and click.
