Hands of Lightning is a rune effect of Way of the Hundred Fists, a Spirit-generating Monk skill.
This rune effect is unlocked at level 24, and increases the number of hits on the second portion of the combo attack.

Prior to the February 2012 skill overhaul, this rune effect was created by the Obsidian Rune, with stats as seen below:
