Fire at Will is a rune effect in Multishot, a Hatred-spending Demon Hunter skill.
This rune effect lowers the Hatred cost from 40 to 20 Hatred. Most rune effects that only lower the resource cost aren't that great, but since the base skill Multishot is very powerful, and is mostly limited by the very high Hatred cost, this is quite an effective rune effect.
