Jagged Spikes is a rune effect in Caltrops, a Discipline-spending Demon Hunter skill.

This rune effect retains the base slowing effect, and adds a one-time 45% weapon damage hit to monsters so effected. This is not big damage, but on higher difficulties, where characters often have to kite enemies for long minutes, every bit of added damage can be a great help. Especially when the damage pit is just sitting on the ground, waiting for your to lead the pursuing monsters through it.
