Are you looking for Wormhole, the Elite Affix?

Wormhole is a rune effect in Teleport, a Utility Wizard skill that allows for instant movement to a distant location.

This rune effect causes the cooldown to delay for 1 second after Teleport is cast, thus allowing a quick clicking Wizard to teleport once or twice more before the 16 second delay starts counting.

The ambiguous wording of this tooltip led to much debate about the precise function of this rune effect. (At the time the delay was 2 seconds and the cooldown was 18; both figures have since been adjusted.)

Many players argued that it meant that each time a Wizard cast Teleport, there was a new 2.0 second (at Clvl 60/Rlvl 7) window in which another Teleport could be cast, and that each Teleport would reset the 2.0 seconds. That a player could basically teleport indefinitely, so long as a new Teleport was cast at least every 2.0 seconds.

Those people were wrong.

This rune effect actually means that from the time the first teleport is cast, the Wizard has 2.0 seconds to cast as many more as they can. Once that 2.0 seconds is up the cooldown begins, and no more can be cast for 18 seconds.
