Arc Lightning is a rune effect in Electrocute, a Signature Wizard skill.
This rune effect changes the skill function entirely, turning it into a short range attack. The skill casts a cone of lightning out in front of the Wizard which deals 80% weapon damage to every enemy within the area of effect.
