Bone Chill is a rune effect in Frost Nova, a Utility Wizard skill.
This rune effect adds an offensive bonus similar to that of Deep Freeze. In this case enemies who are frozen or chilled by the Frost Nova take 15% extra damage. As the cold effect only lasts for 3 seconds, a player has to act instantly to receive nay real benefit from this rune effect.
