Blinding Echo is a rune effect in Blinding Flash, a Spirit-spender Monk skill.

This rune effect is unlocked at level 28, and adds a second cast of the skill that has a much shorter duration than the first. The benefit is a way to add a second cast, essentially halving the cooldown, if used repeatedly.
