Sleet Storm is a rune effect in Ray of Frost, an Offensive Wizard skill.
This rune effect changes the skill function entirely. Rather than a beam weapon, it creates a defensive cloud around the Wizard. This is not a barrier but a source of damage, dealing a steady drain of 215% weapon damage (the same as the base skill's beam damage) to any and all enemies in the cloud.
