High Velocity is a rune effect in Rapid Fire, a Hatred-spending Demon Hunter skill.
This rune effect changes the damage type to poison and adds a 40% chance to pierce to the shots. This bonus is fairly substantial, as the basic form of Hungering Arrow has only a 35% chance to pierce, and there are literally hundreds of arrows coming out with this rune effect.
