Dust Devils is a rune effect in Whirlwind, a Fury-spending Barbarian skill.
This rune effect creates mini-tornadoes that move off erratically, dealing 40% of weapon damage to enemies they encounter. This is a cool effect and and can be effective against large groups of enemies, but it's largely a novelty in function.
