Cyclone Strike is a Focus Monk skill unlocked at Level 14. The Monk draws in all nearby enemies, then creates a Holy explosion that blasts them outward again.

It was revealed by name and tooltip in the Beta Patch 8 (released in December 2011), where it was a level 7 skill. When the skill system was once again overhauled for the Beta Patch 13 in February 2012, Cyclone Strike was classified as a Focus skill and raised up to level 25. For Beta Patch 14, it was dropped back down to level 14.
