Rozpedin's Force is a crafted legendary Daibo that can only be created in Reaper of Souls. This item requires a White Oak Splinter, one of the legendary materials.
To create this item, find the Plan: Rozpedin's Force, which can be randomly dropped randomly by any level 70 target, and teach the plan to the Blacksmith. Once learned by the smith, any character on your account can make as many of these as you can afford to create, though only the Witch Doctor can equip it.
Rozpedin's Force stats
This Legendary Daibo has no inherent properties other than standard two-handed legendary damage, and no legendary affixes. It's typical of most two-handed weapons in Diablo 3, and is not much used by Monks.

Crafting
Once a player finds the randomly-dropped plan and teaches it to the Blacksmith, the item can be created by any character on that account. This item always has a lvl 70 requirement, no matter what level character crafts it. The Smart Loot system means that this item will usually roll with a mainstat and/or +skill damage bonus appropriate to the class of the character that creates it.

Legendary Material
The required legendary material, White Oak Splinter is dropped only by Unique (purple) Wood Wraith, the walking trees seen only in the outdoor areas of Act One.
- Event, Bounty -- The Old Man, Act 1, Fields of Misery. Hidden Grove, spawns when the golden chest is opened.
Legendary materials drop more often on higher difficulty levels. Their drop rate was tripled in Patch 2.0.4 shortly after Reaper of Souls' release, making them all much easier to find. The figures are the percent chance the legendary material (or Deaths Breath will be dropped by a valid source. All legendary materials except Adventurer's Journals and Griswold's Scribblings can only be dropped by Unique (purple) bosses of a certain type. See the legendary materials article for full details.
