This item does not have a legendary affix, but the inherent secondary affix with a chance to blind target is a much higher % chance than can be obtained from random affixes. As with all items with a Movement Speed buff, the MS affix on this weapon is rare, but best enchanted into a more powerful primary affix, since MS can easily be made up with Paragon Points.
