The Ninth Cirri Satchel
The Ninth Cirri Satchel is a legendary quiver that can be found in Diablo 3 and Reaper of Souls. This item can only be equipped by the Demon Hunter, and will very seldom drop for any other class.
The Smart Drop system ensures that quivers will usually roll with Dexterity, or at least never roll with Strength or Intelligence.
The Ninth Cirri Satchel properties
This quiver's legendary affix greatly increases the chance for a Hungering Arrow to pierce the target. The chance of piercing is normally 35%, though one rune effect boosts it to 50%. This is helpful, but it isn't a big enough buff to do more than improve Hungering Arrow as a support skill, so it's not build changing.
