The Helm of Rule is a crafted legendary helm that can only be created in Reaper of Souls.


To create these, find the Plan: The Helm of Rule, which can be randomly dropped randomly by any level 70 target, and teach the plan to the Blacksmith.


The Helm of Rule properties

This helm have no legendary property but two inherent stats, Vitality and a bonus to blocking chance which can not otherwise be obtained on a helm. This hat is therefore quite well blessed with defensive properties and meshes very well with a shield-wielding character. That's usually a Templar, in Reaper of Souls at least.

Since the Vitality and +blocking both count as primary affixes that leaves just two spots for other random primary affixes, which means it's impossible for this item to spawn with a socket, mainstat, and critical hit damage, the three stats most players want on a helm. Just two of them can be obtained, or possibly three after an enchant if one of the inherent mods is traded out.

  • Minimum Item Level: 70

Primary Affixes:

  • +626-750 Vitality
  • +11% Chance to Block
  • +2 random primary affixes

Secondary Affixes:

  • +2 random secondary affixes
  • Legendary Affix: None.

Crafting

Once a player finds the randomly-dropped plan and teaches it to the Blacksmith, the item can be created by any character on that account. This item always has a lvl 70 requirement, no matter what level character crafts it. The Smart Loot system means that this item will usually roll with a mainstat and/or +skill damage bonus appropriate to the class of the character that creates it.

Crafting Costs:

Patch 2.0.6 controversially[1] removed Legendary Materials, which changed the crafting costs for every level 70 RoS recipe. Prior to that patch The Helm of Rule required 1 Skull of Raylend, 4 Death's Breath, and 45 Veiled Crystals.

Legendary Material

Legendary Materials were controversially[2] removed in Patch 2.0.6. The following is archived for posterity.

The required legendary material, Skull of Raylend is dropped only by Unique (purple) Colossal Golgors. Those are the huge, dual-wielding fatties found exclusively in Act Three. These enemies do not spawn often as bounties and are not tied to any events, making them tough to farm for this material. Running The Core of Arreat seems to be the best bet, as Gorog spawns there semi-regularly, and it is a small level that can be cleared quickly.
