Living Umbral Oath is a crafted legendary Ceremonial Knife that can only be created in Reaper of Souls. This item requires a Torn Soul, one of the legendary materials.
To create this item, find the Plan: Living Umbral Oath, which can be dropped by any level 70 target, and teach the plan to the Blacksmith. Once learned by the smith, any character on your account can make as many of these as you can afford to create, though only the Witch Doctor can equip it.
Living Umbral Oath stats
This Ceremonial Knife has no inherent bonuses other than standard legendary item damage, and no legendary affixes. It can roll with higher damage and stats than a rare item, but most players will look to find a legendary or set weapon with some special modifier for their long term Witch Doctor weapon.

Crafting
Once a player finds the randomly-dropped plan and teaches it to the Blacksmith, the item can be created by any character on that account. This item always has a lvl 70 requirement, no matter what level character crafts it. The Smart Loot system means that this item will usually roll with a mainstat and/or +skill damage bonus appropriate to the class of the character that creates it.

Legendary Material
The required legendary material, Torn Soul can only be found from Unique (purple) Khazra Shamans. These goatmen mages are found exclusively in the outdoor regions of Act One, where no one tells them not to eat the tin cans.
- Event -- Chupa Khazra, Act 1, Southern Highlands, in the goat amphitheater.
- Bounty -- Lorzak the Powerful, Act 1, Southern Highlands.
- Event -- Skehlinrath, Act 1, Southern Highlands. When the event spawns, found in a hut in the circular goat fortress.
