Special Modifiers were a group of item modifiers in Diablo II that could only spawn on Unique, Set, and Crafted items, and not on magical or rare items. These modifiers granted special bonuses that were different and unique, and were often very powerful in their scarcity.
There do not seem to be many (any?) such modifiers in Diablo III, which has a more limited pool of item affixes, and is balanced to make top quality Rares, or even Blues, as good or better than Set Items and Legendaries.
