Fleeting Strap is a crafted legendary belt that can only be created in Reaper of Souls.
To create this item, find the Plan: Fleeting Strap, which can be randomly dropped randomly by any level 70 target, and teach the plan to the Blacksmith.
Fleeting Strap belt stats[edit | edit source]
These belt has an inherent bonus to Attack Speed, which makes it potentially more damaging than any rare and most other legendary or set belts. The Witching Hour is more desired since it has Critical hit Damage as well as IAS, and various other legendary belts offer legendary affixes and more defensive bonuses, but Fleeting Strap is a viable piece of end game gear for many characters and builds that desire faster attack speed.

Crafting[edit | edit source]
Once a player finds the randomly-dropped recipe, Plan: Fleeting Strap, and teaches it to the Blacksmith, the item can be created by any character on that account. This item always has a lvl 70 requirement, no matter what level character crafts it. The Smart Loot system means that this item will usually roll with a mainstat and/or +skill damage bonus appropriate to the class of the character that creates it.
Crafting Costs:
- 64,800 Gold
- 25 Reusable Parts
- 12 Arcane Dust
- 22 Veiled Crystal
- 2 Forgotten Soul
Patch 2.0.6 controversially[1] removed Legendary Materials, which changed the crafting costs for every level 70 RoS recipe. Prior to that patch Fleeting Strap required 1 Lyekurn's Diary and 4 Death's Breath.

The required legendary material, Element of Celerity is dropped by Unique (purple) scavengers. These are not very dangerous enemies and several of them are fairly regular spawners. Burrow Bile is probably the most common, appearing as the end boss of the Forlorn Farm event which can be found about every other game in the Fields of Misery. Two other purple Scavengers can be found in or below the Fields of Misery as well, making it worth exploring if this belt is on your want list.
