The Cosmic Strand is a crafted legendary Source that can only be created in Reaper of Souls. This item requires one Glowing Ore, a legendary materials, for each Source crafted.
To create this item, find the Plan: Cosmic Strand, which can be randomly dropped randomly by any level 70 target, and teach the plan to the Blacksmith. Once learned by the smith, any character on your account can make as many of these as you can afford to create, though it can only be used by a Wizard.
Cosmic Strand properties
This Wizard Source has a powerful legendary property that grants any Teleport Rune the effect of Wormhole.
- Teleport: Wormhole: After casting Teleport, there is a 1 second delay before the cooldown begins, allowing you to Teleport again.

Crafting
Once a player finds the randomly-dropped plan and teaches it to the Blacksmith, the item can be created by any character on that account. This item always has a lvl 70 requirement, no matter what level character crafts it. The Smart Loot system means that this item will usually roll with a mainstat and/or +skill damage bonus appropriate to the class of the character that creates it.

Legendary Material
The required legendary material, Glowing Ore drops from Unique (purple) Primordial Scavengers. Those are the large, bipedal, rock-skinned giants that are revealed to be smaller, tunneling creatures when their hard rock armor is blasted away. They are found exclusively in Act Five, chiefly in the BattleGrounds of Eternity and related areas.

- Event, Bounty -- Soul Scavenger, Act 5, Pandemonium Fortress Level 1. (Spawns during the Demon Souls event.)
