Fleeting Strap is a crafted legendary belt that can only be created in Reaper of Souls. This item requires the Element of Celerity, one of the legendary materials.

To create this item, find the Plan: Fleeting Strap, which can be randomly dropped randomly by any level 70 target, and teach the plan to the Blacksmith.

  • +5-7% Attack Speed
  • +3 random primary affixes

Secondary Affixes:

  • +2 random secondary affixes

Crafting

Once a player finds the randomly-dropped recipe, Plan: Fleeting Strap, and teaches it to the Blacksmith, the item can be created by any character on that account. This item always has a lvl 70 requirement, no matter what level character crafts it. The Smart Loot system means that this item will usually roll with a mainstat and/or +skill damage bonus appropriate to the class of the character that creates it.

Legendary Material

The required legendary material, Element of Celerity is dropped by Unique (purple) scavengers. These are not very dangerous enemies and several of them are fairly regular spawners. Burrow Bile is probably the most common, appearing as the end boss of the Forlorn Farm event which can be found about every other game in the Fields of Misery.

Two other purple Scavengers can be found in or below the Fields of Misery as well, making it worth exploring if this belt is on your want list.
