This item was discontinued Loot 2.0 for D3v2 and RoS. It can not be found in the game any longer, though the legacy version remains in the game and Blizzard's D3 Game Guide.

The Inquisitor is a reference (both in flavor text and also visually) to the Inquisitor from the boardgame WarHammer 40K. Jay Wilson is known to be a fan of the game (amongst many others at Blizzard), and also worked on an RTS version of it before being hired by Blizzard Entertainment.
