Slowing Strikes was first shown at BlizzCon 2008 when the Wizard was unveiled as a Tier 4 skill in the Conjuring Skill Tree. It was one of many new skills hinting at a melee-Wizard, with skills like Magic Weapon. It was removed sometime prior to BlizzCon 2009.
