Arcane Power is the source for the Wizard's skills.It was revealed in an interview by Jay Wilson



Background

The Arcane Power is an replacement for the traditional Mana that was used in all Diablo games for spells.The arcane power regenerates quicker than Mana and the quantity of it cannot be increased by anything else but skills and probably level-up.
