Frenzy in Diablo 3 provides the same basic attack speed bonus from Frenzy in Diablo 2, but that's where the similarities end. Whilst the Diablo 2 Frenzy provided attack speed, movement speed, attack rating, damage and would speed up other skills, Frenzy in Diablo 3 is a passive, and provides a simple attack speed stackable buff.
Skill Design
Frenzy is passive, it becomes activated from the moment you spend a skill point into it. The chance to activate the attack speed increase is 100% (assumed), Players who want their barbarians to be faster than they already are, with 'any' weapon, will certainly enjoy this skill.

Development
Frenzy was seen in every Diablo 3 game demo to date, and was recently re-iterated drastically, judging from the latest demo. At one point, this skill was Active, would deal 120% weapon damage and would give the player a 6% attack speed increase that would stack 3 times.
