An interesting sort of Arcane Mastery. It sounds almost like a Curse, weakening monsters against all types of attacks, from all players.  It was far too high level to test out at [[BlizzCon 2009]], so there's no telling if it actually does what the description hints at.

Arcane Weakness is a Tier 2 skill from the Wizard's Arcane skill tree, adding a debuff to enemies hit with Arcane spells.
