The Abandoned Cellar can be found in the Stinging Winds of Act II.

Cowering in the corner are some Prisoners and the source of their fear are some Crazed Cultists and a Superunique Grotesque called Ekthul. Once they are dead a prisoner will thank you and ask you to help yourself to the contents of his chest by way of thanks.
