A History of New Tristram can be found just inside The Slaughtered Calf Inn in Tristram, Act I. It will always appear on the table on the left and you don't need to be on any particular quest for it to spawn.
Only one of your characters needs to find the journal for you to be credited with it.
To find out which journals you have found so far go to your Achievements list (press Y) and check:
