The Sandy Cellar can sometimes appear in Alcarnus which sits at the east of the Road to Alcarnus is the deserts of Act II.

There are no quests or events in this dungeon but there is lore to be found on a body towards the back of the small dungeon and an exploration achievement to be earned.
