Fallen
The Fallen are almost (but not quite) confirmed to return in Diablo 3. They are small demonic creatures who are cowardly and fights in groups. Fallen are demon type monsters.

In Diablo II, Fallen could be resurrected by Fallen Shaman, and killing resurrected ones would not give experience. It's likely we'll see a similar system in Diablo 3. Both the Diablo I and Diablo II Fallen applied a "cowardly" AI, where if a player killed one, all others who "saw" this would run away for a short time period, making them annoying to hunt and kill, and slightly unpredictable when a big group would come back to fight.

Famous Fallen
Background
(Background from the Diablo II Fallen) These demonic imps have of late become very common throughout the woodlands of the Western Kingdoms. Small and vicious, many worry that if these beings were to band together in large numbers, they might easily overthrow some of the smaller cities in the region. Luckily, cowardice appears to be one of the chief features of this species, and they quickly retreat at the sight of one of their brethren falling in battle. Although Fallen seek to congregate together, so far only small encampments have been found, with no obvious overall organization. While there are wild rumours of Fallen Shaman Priests leading camps of Fallen, supposedly with the power to raise them from the dead, this has yet to be substantiated. Carvers and Dark Ones, tougher cousins of the Fallen, have also been seen closer to the fringes of civilization, indicating that the Brothers' sway may be stronger than previously understood.
Diablo I Monster
The Diablo I Fallen Ones are quite simple little enemies. They have two modes: Retreat Mode and War Cry Mode to make them interesting as enemies. The first one is the signature move that they keep in Diablo II which entails running away from danger if they see a fellow Fallen One die. The second one is unique to Diablo I, and is a war cry that buffs themselves and other Fallen Ones around them.
The Diablo I Fallen Ones also have different stats depending on if they are
Diablo II Monster
The Diablo II Fallen are very similar to the first game's little demons. They are slightly different in that they wear more clothes, and use a wider variety of tools, but they all have the same basic behaviour, which is milling about, attacking the player and running away if they see a friend get killed. They no longer use "War Cry Mode", but they have Diablo II Fallen Shamans that can resurrect them with a little waving of their staves.
Blizzard also introduced the Fallen personalities, Bishibosh, Rakanishu and Colenzo the Annihilator, implying a sort of somewhat sophisticated culture.
Development
Fallen have been around since Diablo I, and are most likely to appear in Diablo III. The fact that Bashiok's avatar was a Fallen Shaman was really just a sort of "confirmation". Obviously they have modelled the Fallen, so the chance that they would be excluded isn't very big.
