It's possible that this modifier is limited to ranged attackers, at least in the early game, and thus only appears on Skeletal Archers since they are the only ranged attacker monster type found in the beta test. (Skeletal Summoners never appear as bosses in the Beta, probably because it's so early in the game.)

Fast is a boss modifier in Diablo III, and acts as a frenzy effect, increasing movement and attack speed. While seemingly innocuous on its own, this modifier has the potential (as all other utility modifiers) to be part of a very dangerous combination. As an example, a boss with both fast and Cold Aura will be able to inflict significant damage. A player would be well-advised to slow or otherwise snare these bosses with skills such as Entangling Shot or Blizzard.

The fast modifier is present on bosses in the Diablo 3 Beta test, but it's uncommon and has only been confirmed on Skeletal Archers.
