The Swampy Cellar appears in the Dahlgur Oasis in Act II. It's a very small dungeon with the same configuration as the Old Fisherman's Cellar, also in the Oasis.
It does not form part of any quest or event however it's necessary to visit in order to earn the Nooks and Crannies achievement. A rare monster and its pack always spawn in this cellar.
There is a regular chest in here also.
