The easiest, fastest, and most efficient approach to farming CoF is to gather a group of 3-4 people and run the instance repeatedly on Torment level 1-2 until the item is dropped. If you load into Act III and see the [[Icefall Caves]] in the Fields of Slaughter, the best option is to quit out and reload the game until the CoF spawns in the area.(I usually get 2-3 spawns of CoF in a row, before getting just about the same # of spawns before it switches back again... avg. 3 runs in CoF, then 3x quitting & reloading game. I have yet to get a GG, despite hours of farming just that 1 spot and Chiltara spawns almost 100% of the time). This allows the party the most opportunities to run the instance, and gives a somewhat higher drop rate due to party bonuses… ie. Magic item find bonuses, etc.

However, even though Blizzard has changed Chiltara's spawn rate from between 0-5% spawn chance to almost 100% at Torment levels 1 & 2, since about Patch 2.0.5 in 2014, per user request/complaints about the impossibility of finding this boss, Blizzard has reduced the drop rate from almost 100% to very low, probably almost equivalent percentage in order to keep this item the most difficult to find just as originally intended.

I have some good news about Chiltara for those of you who've had a tough time finding her as of late. In a future patch, we’re going to increase the chance that she’ll spawn in the Caverns of Frost. The Caverns of Frost is an optional Act III dungeon located in the Fields of Slaughter. It may not appear ever game because the Caverns of Frost only spawns about 30-40% of the time, and the Icefall Caves will be the dungeon spawning in the FoS the remainder of that time [1]>.

It is home to Chiltara, a super unique elite Lacuni that drops the Gibbering Gemstone, a reagent required to create the Staff of Herding. Please note that Chiltara may not be guaranteed to spawn, but in Adventure Mode difficulties Torment or higher, Chiltara will spawn most of the time, but very very rarely drops the Gibbering Gemstone. Chiltara will no longer drop Frozen Blood or the Urn of Quickening, both previously used in crafting specific legendary items, which no longer require specialized item-specific ingredients to craft after Blizzard removed that element of the game in Patch 2.0.6 during the summer of 2014. Farming for Caverns of Frost[edit | edit source]

Most players farm this instance for the Gibbering Gemstone, dropped by Chiltara on level 2 of the Caverns of Frost, but is extremely rarely. It is necessary ingredient in crafting the Staff of Herding so you can enter Whimsyshire, but this is also the hardest to acquire material/item in the game.

The easiest, fastest, and most efficient approach to farming CoF is to gather a group of 3-4 people and run the instance repeatedly on Torment level 1-2 until the item is dropped. If you load into Act III and see the Icefall Caves in the Fields of Slaughter, the best option is to quit out and reload the game until the CoF spawns in the area.(I usually get 2-3 spawns of CoF in a row, before getting just about the same # of spawns before it switches back again...

Our intention with this change is to make it a bit easier for players to construct a Staff of Herding, but still keep the Gibbering Gemstone as the most difficult component to find: http://us.battle.net/d3/en/forum/topic/11883998315#2

Note that this change will only increase her spawn chance. The drop rates for the Gibbering Gemstone itself (as well as the Urn of Quickening, and Frozen Blood) will remain the same[3].

Whenever Chiltara does drops the Gibbering Gemstone, every party member will receive one. This item is Account Bound on drop so there is no way to sell or trade away the GG or SoH once acquired.
