The Ghastly Seraph is an evil Angelic creature added to the game in the Reaper of Souls expansion pack. It an only be found in Act Five, as well as randomly in Nephalem Rifts.

Little is known of these creatures; they fly and move silently and appear to be a corrupted or evil Angel with a magical attack of slowing debuff type.

Blizzard introduced the monster with some lore as part of the Westmarch Bestiary preview in November 2013:[1]
