Bramok the Overlord, "Unmerciful Slavemaster" is a superunique Fallen Master who can appear in the Dahlgur Oasis in Act II. He is part of the Prisoners of Kamyr event.
He has two modifiers, the Jailer ability and Vortex so he can drag you to him and immediately jail you. Lazy. His attack of course is the massive home made axe.
