The Fallen Shaman are almost (but not quite) confirmed to return in Diablo 3. They are small demonic casters who previously have helped the cowardly Fallen by resurrecting their fallen. Fallen are demon type monsters.

Fallen were in D1 and took on an expanded role with new AI, shamans who were capable of raising them from the dead, and grouping habits in D2 (Diablo 2 Fallen Shaman). How they'll progress in D3 remains to be seen, but everyone seems to like this monster type, so their return is a popular one.
In Diablo II, Fallen could be resurrected by Fallen Shaman, and killing resurrected ones would not give experience. It's likely we'll see a similar system in Diablo 3. Both the Diablo I and Diablo II Fallen applied a "cowardly" AI, where if a player killed one, all others who "saw" this would run away for a short time period, making them annoying to hunt and kill, and slightly unpredictable when a big group would come back to fight.
Spells and Abilities
- Fireball - Shooting a relatively slow fireball that does fire damage.
- Resurrection - Resurrects Fallen of similar type. Does not resurrect other Fallen Shaman.
This is purely speculation based on the Diablo 2 Fallen Shaman.

Diablo 3 might bring even more types of fallen. We'll wait and see. The two above are not even confirmed.

Diablo I Monster
Fallen Shaman does not appear in Diablo I.
Diablo II Monster
The Diablo II Fallen Shaman are a natural extension of the Fallen that were brought over from Diablo I to Diablo II. It shows that they have a genuine culture, and the use of personalities (Fallen walk around and mutters the name of one of their three "demi-gods", Bishibosh, Rakanishu and Colenzo the Annihilator. Their casting abilities and resurrecting capabilities fit in well with the cowardly Fallen, and makes an encounter with these little demons a lot more interesting.
Development
Fallen Shaman were a relatively challenging and popular monster in Diablo II, and are most likely to appear in Diablo III. Regular Fallen have been around since Diablo I and the fact that Bashiok's avatar is a Fallen Shaman can be taken as a sort of "confirmation". Obviously they have modelled the Fallen, so the chance that they would be excluded isn't very big.
