The Rotting Cellar is a tiny dungeon that can appear in the Dahlgur Oasis in Act II. Although there are no quests or events here there is a lore entry needed for the Judge of Character achievement. There's also a merchant so you can repair and sell junk if need be.

Waypoints are special plates on the ground that form a network of jump points allowing players to instantly teleport between them. The nearest waypoint for Rotting Cellar appears is in the Dahlgur Oasis and there is one in the very short Path to the Oasis which leads off the very bottom of the Oasis.
The Rotting Cellar usually appears at the bottom half of the Oasis so if you're trying to farm for the Lore book then it's best to get the Waypoint to the Path to the Oasis and walk up from there.
