To create this item, find the [[Plan: Living Umbral Oath]], which can be dropped by any level 70 target, and teach the plan to the [[Blacksmith]]. Once learned by the smith, any character on your account can make as many of these as you can afford to create, though only the Witch Doctor can equip it.

The required legendary material, [[Torn Soul]] can only be found from Unique (purple) [[Khazra Shaman]]s. These goatmen mages are found exclusively in the outdoor regions of Act One, where no one tells them not to eat the tin cans.
