The required legendary material, [[Element of Celerity]] is dropped by Unique (purple) [[scavenger]]s. These are not very dangerous enemies and several of them are fairly regular spawners. Burrow Bile is probably the most common, appearing as the end boss of the [[Forlorn Farm]] event which can be found about every other game in the Fields of Misery. Two other purple Scavengers can be found in or below the Fields of Misery as well, making it worth exploring if this belt is on your want list.
