It grants the same instant 60% health refill as a normal potion, plus adds a special legendary bonus on top of that, granting an additional 25000–45000 Life over 5 seconds.

This bonus grants additional healing for five seconds after the initial 60% health refill from the potion. The amount of regen is substantial. The regen bonus works out to 5000-9000 per second, which is much more regen than any single item grants. (The other legendary potion bonuses are generally equivalent to what a single affix on a single item would grant).
