[[Utar's Roar]] is a crafted [[legendary axe]] that can only be created in Reaper of Souls. This item requires a [[Frozen Blood]], one of the [[legendary materials]] to create the item.
To create this item, find the [[Plan: Utar's Roar]], which can be randomly dropped randomly by any level 70 target, and teach the plan to the [[Blacksmith]]. Once learned by the smith, any character on your account can make as many of these as you can afford to create.

This axe has no [[legendary affix]] but a very powerful bonus to [[Elemental Damage|boost damage to cold skills]], and with that and a good roll it can be as good as any end game item for a character specializing in cold skills. The required legendary material, [[Frozen Blood]] drops only from Chiltara, a Unique Lacuni huntress located in the Caverns of Frost in Act Three. This material was extremely difficult to find in the months after [{Reaper of Souls]] release due to a bug making Chiltara spawn very rarely. This also made it almost impossible to create a Staff of Herding to access the [[Whimsyshire]] secret level since Chiltara is the only drop source for the [[Gibbering Gemstone]].
