Captain Dagved is an NPC found in the Enclave of Khamsim, which is located in the Stinging Winds level on the surface of Act II.
Captain Dagved is a chatty NPC and a good source of information. He also gives out at least one quest, Blood Money, and provides the reward for that quest as well, in games when the Wanted Poster doesn't give that quest instead.
