Use
The staff has only one use, to open a portal to the secret level Whimseyshire. Having this item in your inventory allows for you to access Hell Difficulty level.
Crafting
This can be crafted after obtaining the plans for it from Gorell the Quartermaster in Bastion's Keep Stronghold. You must be in ActIV Hell Difficulty + have Prime Evil quest to buy this! Merchant sells the plans for 1gold.
The plans require Nightmarish Staff of Herding (which requires the Staff of Herding be made first) and 500,000gold to craft.
Upgrade
This staff upgrades to the Infernal Staff of Herding.
