When

There is a small window of opportunity to get this conversation. It becomes available after completing The Legacy of Cain quest when you are not on any quest. Speak with Leah and then the cart blocking the path in Tristram will disappear which means you can reach Haedrig. Go to him and he'll immediately start The Weary Blacksmith conversation.

Once you accept the next quest, A Shattered Crown, the conversation will disappear so do not accept it from Deckard until speaking with Haedrig.
