The Enclave of Khamsim is a small NPC town located in the Stinging Winds level on the surface of Act II. It was explored by players during the Blizzcon 2009 demo, and may be moved or otherwise modified in the final game.
The Enclave is a small town with two entrances guarded by NPC soldiers. Within the town there are 5 or 6 NPCs, most of whom give our quests or share dialogue with player characters. Whcih NPCs were talking in each game varied a lot in the Blizzcon build, and it wasn't clear if their dialogues were tied to certain quests spawning in that game, if certain actions had to be taken to activate the quests before the NPCs would talk, or if their talkative natures were also randomly spawned.
There were no merchant NPCs in the town in the Blizzcon build, but that is assumed to be due to there being no NPC merchants at all in the demo. The town looked large enough to hold merchants, and was a considerable distance from the main city of the act (which could not be entered in the Blizzcon demo), so it would have been a convenient place to stick a merchant or two for players to unload their stuff with while coming and going from the Enclave on various quests.
