Frost Nova is a Utility Wizard skill unlocked at Level 2.
An Obsidian Rune placed in it will alter the skill in the following way.

[e] The Frost Nova no longer freezes enemies, but instead leaves behind a mist of frost for 8 seconds that deals 50% weapon damage per second as Cold to enemies standing in it. |
