Shrines exist in both Diablo 1 and Diablo 2, but is not confirmed for Diablo 3.

Jay Wilson commented on shrines in a press Q&A session, saying that there are definite drawbacks, and most shrines were uninteresting to players. [1] We'll see if they make some sort of return in Diablo 3.
